移民で三世、つまり祖父母が移民した世代の所得は親である二世より下がる。これは何故か:

こちらが元記事の論文だ。以下概要から。メキシコからの移民の人的資本を推定している。

第一世代は移民のために人的資本を犠牲にする。

能力のある人間が移民するが、彼らは高卒に留まる。

However, given the better educational opportunities offered in the US, they migrate with the expectation of their children becoming college educated.

しかし、子供の教育には熱心で第二世代は大学教育を受ける。

Therefore, measures that rely on the earnings performance and educational attainment of immigrants underestimate the amount of human capital they bring into the host country.

そのため第一世代の所得や教育レベルは彼らの本当の能力にくらべ低いものとなり、そういった指標で移民の価値を図ることは実際の価値を低く推定してしまうという。

さらに面白いのは第三世代は第二世代よりも所得が落ちるという傾向だ。これについてリンク先では次のように説明している。

The way I understand it is that there is selection in migration decisions: only those with higher than average abilities (not necessarily realized human capital) go. Their children inherit some of those traits, and thus have higher than average abilities and human capital. While the first generation was not able to fully exploit this, while the second does, wages go up. But abilities of the third generation continue regressing to the mean, and the selection effect erodes.

移住を決意する外国人は平均的に能力が高い。しかし、彼ら自身は移民に伴いそれを完全に生かすことができない。その子供である第二世代はその高い能力を受け継ぐ一方、高度の教育を受け高い所得を得る第三世代になると、遺伝的能力は平均に回帰していくため、集団としてのアドバンテージは消えていく

こういった考え方は優性学的側面を持つため表立って議論されることはあまりないが、移民の多い国の大きなアドバンテージになっていることは間違いないだろう。例えばアメリカでは高校までの教育水準は平均的にいって著しく低い。しかし大学レベルになると留学生が入ることでレベルが上がり、アメリカ人も必死で勉強するようになる。大学院に至っては留学生が大半を占める学科もある(うちの学校では60%-70%は留学生だ)。またアメリカ国籍を持っていて両親ともに留学生としてアメリカに来たという例も珍しくない。

実はアメリカの移民政策は一般に思われているほど移民にやさしくないが、イギリス・カナダ・オーストラリアなどでは能力の高い外国人が永住権を取得するのは簡単にしている英語が通じない日本で同じようなことが可能かは分からないが、できないとしても代わりに教育システムで補償するなど真剣な議論が必要だ
