Why is the U.S Department of Energy so Energy Inefficient?

We are supposed to find this article ironic. The Department of Energy doesn’t practice what it preaches. While this is amusing, we should ask an old question; “why”?

ニューヨーク・タイムズの記事によると、省エネを訴えているエネルギー省ではお粗末な省エネしか行われていないとのこと。

Controlling for year built, hours operated, climate zone, how many workers work there, and its intended use — my focus was to test whether governmental and private sector buildings consume the same amount of electricity. I reject this hypothesis. Government buildings consume roughly 20% more.

この傾向はエネルギー省に留まらず、エネルギー消費に関係する変数で条件付けした上で民間と政府機関との電力消費を比べると政府の建物は約20%も多いそうだ。

最大の原因は民間企業とは異なり政府団体は省エネをする適切なインセンティブを持たないことだ。電力消費を減らしたところで利益・給与が増えるわけではないし、選挙に落ちるわけでもない。ここでエネルギー省を叩いてもしょうがない。重要なのは省エネすべきといった啓蒙活動はしている本人にすら効果が薄いということを認識して、効果的な施策を打っていくことだろう。

世界で一番高い都市

多くの日本人は東京が世界一生活費の高い都市だと思っているが、実際に海外の大都市と比べるとそうでもない。よく一番高いといわれているのは一般的な生活費ではなく海外(≒アメリカ)からの駐在員の生活費だ(要するにアメリカ的生活をするのにかかる費用)。しかし、そのランキングにおいても東京は一番ではないというストーリー。

57%の住民が貧困ラインで生活している世界の最貧国の一つだ。2002年までの内戦で国内は疲弊しており、原油を含めて天然資源の輸出が主な産業となっている。

Foreigners plop down $15 for a cheeseburger, $150 for haircuts; $2,500 for a one-year gym membership and tens of thousands of dollars for rent.

そんな国の首都で、チーズバーガーは$15、散髪は$150、ジムの年間メンバーは$2,500となっている。

何故そのような価格設定が可能なのか。これは都市を利用した一種の価格差別ととなっている。首都は外国企業にとってビジネスができるほぼ唯一の場所であるため価格がつりあげられているということだ。おそらく都市間で有効な裁定取引を行うインフラがないのではないかと思われる。

普通は高所得者以外の住民にも売るほうが儲かるためここまで極端な価格設定にはならないが、ルアンダの場合低所得者層の購買力は外国企業の駐在員に比べて極めて小さいので財・サービス提供者にとって無視してしまう方が利益があがるということだろう。

Cost of Living survey 2010 – City rankings

For the first time, the ranking of the world’s top 10 most expensive cities includes three African urban centres: Luanda (1) in Angola, (3) in Chad and Libreville (7) in Gabon. The top ten also includes three Asian cities; Tokyo (2), Osaka (6) and Hong Kong (jointly ranked 8 ). Moscow (4), Geneva (5) and Zurich (joint 8) are the most expensive European cities, followed by Copenhagen (10).

この傾向は上位にランキングした他の開発途上国の都市にも当てはまる。トップテンには日本を含めた先進国の都市に混ざってチャドのンジャメナ、ガボンのリーブルヴィルもランクインしている。

利益率の規制

健康保険をどうするかで盛り上がるアメリカで大きな規制が話題になっている。

New Premium Rules Could Be Game Changer for Health Insurers

The medical-loss ratio measures how much of premiums insurers pay out for medical care versus administrative costs. The new law requires that insurers use at least 80% of the premiums from individuals and small businesses to pay for medical care and profit-taking, and 85% of premiums from larger employers.

規制の対象となっているのはmedical-loss ratioという指標で、保険料収入のうちどのくらいの割合が保険金の支払いに宛てられているかを測るものだ。新しい法律はこの割合を80%以上(大規模な雇用主については85%以上)にすることを要求しており、基準を満たさない場合には契約者へのリベートが必要なる模様だ。

Health insurers are waiting for regulators to clarify how companies must account for the numbers—whether they can average the MLRs of their subsidiaries, for instance.

明確な指標のようにも見えるがそうでもない。例えばこの指標を測る単位を広くとれば、部分的には数値が低くても全体では基準値を上回ることもありうるし、逆に、極端な話、病気になっていない人だけについてこの指標を取れば0%になる。

That process is already happening, though. American National Insurance Co., of Texas stopped marketing individual policies last month. A spokesman for the company said it operates its plans at about a 60% MLR, and didn’t want to retool its business model to meet the new requirements.

そして、もちろん最大の問題は一種の利益率の上限を定めることによって、規制対象となって財が提供されなくなることだ。この場合、経費の割合の多い個人向けが提供されなくなったり、商品説明にかける費用を減らすという懸念もある。

どういう経緯でこんな法律ができたのかは分からないが指標の公開を義務付けるというような穏当な規制の方が好ましいように思える。

ホワイトハウスの給料

ホワイトハウスの職員給与が公開されたそうだ。

トップはオバマ大統領の40万ドル、職員は21,000ドルのパートタイムから18万ドルまでで、シニアスタッフは172,200ドルとのこと。オバマ政権はホワイトハウス高官の給与を凍結しているので前年と変わらない。

一般職員は40,000ドルから60,000ドルで平均は84,000ドルとなっている。これはワシントンDCの物価・給与水準からすれば決して高くなく、高級官僚については政府部門の方が民間部門よりも給与が低いという一般的な傾向だ。役人の給料が高いと批判されがちだが、政府部門から民間部門に移って大稼ぎする高官も多く、一概に高いことが悪いとは言えない。
